In a political about-face, George W. Bush has bowed to the inevitable, agreeing to a blanket U.S. ban on torture and ceding the moral high ground to long-time rival John McCain. Bush had threatened to use his presidential veto for the first time to block McCain's measures and Dick Cheney lobbied Republicans to give U.S. intelligence agents immunity, earning him the moniker "Vice-President for Torture." After a Wednesday congressional vote, in which 121 Republicans bucked Bush, the U.S. president sat in the Oval Office with McCain yesterday, praising the Arizona senator he had beaten for the 2000 Republican presidential nomination. "Senator McCain has been a leader to make sure that the United States of America upholds the values of America as we fight and win this war on terror," Bush said.

Oh my God, yes, yes we do torture, America that is, and we do it a lot, and we do it in ways that would make you sick to hear about, and we're doing it right now, all over the world, the CIA and the U.S. military, perhaps more often and more brutally than at any time in recent history and we use the exact same kind of techniques and excuses for it our numb-minded president cited as reasons we should declare war and oust the dictator of a defenseless pip-squeak nation that happened to be sitting on our oil.

In an unusual bipartisan rebuke to the Bush administration, the House on Wednesday overwhelmingly endorsed Senator John McCain's measure to bar cruel and inhumane treatment of prisoners in American custody anywhere in the world.

The Committee was seriously concerned by the declarations of the Minister of the Interior asking prefects to order the immediate expulsion of people condemned during the recent riots, independently of their administrative status.

The Bush administration's approach to torture beggars belief This week saw the sad spectacle of an American president lamely trying to explain to the citizens of Panama that, yes, he would veto any such bill but, no, “We do not torture.” Meanwhile, Mr Bush's increasingly error-prone vice-president, Dick Cheney, has been across on Capitol Hill trying to bully senators to exclude America's spies from any torture ban. To add a note of farce to the tragedy, the administration has had to explain that the CIA is not torturing prisoners at its secret prisons in Asia and Eastern Europe—though of course it cannot confirm that such prisons exist.

As news analyst Michael Gawenda, writing in the Australian daily the Age, noted incredulously, "When the president of the United States, under repeated questioning and under pressure, has to declare, as he did [during a stop in Panama], 'We do not torture,' you know that even his allies in Congress no longer believe him."

In an interview with Britain's ITV news Thursday, Turner said the U.S. vice president was damaging America's reputation by overseeing torture policies of possible terrorist suspects, the UK's Press Association reported. "I'm embarrassed the United States has a vice president for torture," Turner said, according to ITV's Web site. "He condones torture, what else is he?"

I urge my fellow health professionals to join me and many others in reaffirming our ethical commitment to prevent torture; to clearly state that systematic torture, sanctioned by the government and aided and abetted by our own profession, is not acceptable. As health professionals, we should support the growing calls for an independent, bipartisan commission to investigate torture in Iraq, Afghanistan, Guantanamo Bay and elsewhere, and demand restoration of ethical standards that protect physicians, nurses, medics and psychologists from becoming facilitators of abuse.
