MOAT permet d'associer à un tag une URI. Une description de la notion du tag encodée en RDF est associée à cette URI. Ainsi, le tag n'est plus seulement une chaîne de caractères, mais possède un véritable sens donné par l'ensemble des triples RDF

Resource Description Framework (RDF) を用いることで、ユーザーが Web 上の文書や現実世界に存在する人や組織、物などのリソースについて、コンピュータが処理可能な状態で説明することができるようになります。そして、機械処理可能な情報を Web 上に公開することで、セマンティック Web を構築することができるのです。そして、Web と RDF をリンクするにあたり、URI (Uniform Resource Identifier) はとても重要なものです。この文書は、URI の効果的な利用法をガイドラインとして提示します。具体的には、303 URI と ハッシュ URI という、2 種類の方法について解説します。また、これらの手法を利用する Web サイトについて触れたり、これら以外の方法が持ちうる問題点についても簡単に説明します。

The Resource Description Framework RDF allows the users to describe Web documents and resources from the real world—people, organisations, things—in a computer-processable way. Publishing such descriptions on the Web creates the Semantic Web. URIs (Uniform Resource Identifiers) are very important, forming the link between RDF and the Web. This document presents guidelines for their effective use. It discusses two strategies, called 303 URIs and hash URIs. It gives pointers to several Web sites that use these solutions, and briefly discusses why several other proposals have problems.

Of all the xml data formats (as opposed to markup formats such as xhtml or OpenDocument, which is not my topic here), RDF is the one that takes the lessons of REST to heart. In RDF every concept, every relation, every object has a permalink so to say, a fixed URI that identifies it.
