ID Theft Resource Center: Data Security Breaches Up

The ID Theft Resource Center Report says that the bulk of breached data was unprotected by either encryption or even passwords. Why are the number of breaches increasing when the numbers of impactful regulations at both the federal and state level are also increasing?
