Pixen is specifically for small-scale or pixel art; it shines better there than any other application. Not only that, but Pixen carries no price tag: it's open source under the MIT license and absolutely free.

micro icons craze

IconTown is not just another website offering icons for download - it's an international project, inviting everyone capable of creating icons to become a member (citizen) and take part in building a town by contributing an icon.
