O primeiro são só para pessoas que trabalham pro governo (funcionários públicos) e que dispõem de um e-mail com .gov. O segundo é para a comunidade, o resto das pessoas. Então, qual a diferença? O para funcionários públicos contém mais cursos e também entregam um CERTIFICADO para cada curso completo e aprovado na média. Mas nem adianta usar o e-mail da mãe ou algo do tipo, porque tem um pouco de burocracia para validar uma conta e permitir que a mesma receba certificados.
