Le deuxième article 2  (en deux parties) proposait un modèle de gestion de projet logiciel et posait ainsi les bases nécessaires à un traitement éclairé des lacunes de gestion que l'on retrouve en général dans les services de développement informatique. L'objectif de ce troisième article (en deux parties) est de préciser ce traitement par une série de prescriptions adaptées à notre situation particulière.
