It can come in when we’ve done all we can to reduce carbon emissions, all we can to think about the way we use resources, recycle, we produce waste. <description>Chargée par le Ministre des solidarités, de la santé et de la famille de travailler sur le thème &quot;Familles, vulnérabilité, pauvreté&quot;, la commission, présidée par Martin Hirsch, s'est réunie pendant tout le premier trimestre 2005, rassemblant des représentants des partenaires sociaux, des associations familiales, des associations de lutte contre l'exclusion, des collectivités territoriales et des administrations de l'Etat ainsi que quelques personnalités choisies intuitu personae. Au terme de divers auditions et déplacements, la commission a élaboré 15 résolutions de nature économique, familiale, sanitaire ou encore éducative et pour lesquelles les implications financières sont envisagées. On trouve, parmi les nombreuses mesures proposées, un objectif de réduction à zéro de la pauvreté des enfants et également la volonté de combiner les revenus du travail et les revenus de la solidarité avec la création d'un &quot;revenu de solidarité active&quot; (RSA).</description>
