Screenfont.CA is an activity of the Open & Closed Project. We are researching and developing a set of standards for captioning, audio description, subtitling, and dubbing. Screenfonts are important because, in captioning and subtitling, our instrument is typography.
The only effective method of increasing the quantity of captioning is actually on the horizon. That method is to bring the force of law to bear to actually require it. Nothing else has worked.
One thing that has been annoying me for ages is that no video player on the web allows you to write comments for a specific time in the video that get displayed as plain text. Viddler allows you to comment at a certain time and it appears in the video, but the benefits of time based captioning both in terms of accessibility and SEO didn’t quite transpire to any video site maintainers yet. Edit: Darn, I hadn’t looked at Viddler for a long time, it actually does this now, well done!

Start playing the video below and hit the pause button - you will get a form field with the timestamp each time you stop the video. When you hit the "get transcript" button the PHP script on the server will assemble a JSON object of the entered data. Providing captions in Flash just got easier. Adobe is making skins for the FLVPlayback component available for use. The skins were crated by Michael Jordan and are being provided by Adobe for developers to use.
NCAM has developed a Flash component that can be used to display captions of Flash video and audio content. These captions are stored in external files formatted in the W3C's DFXP format which can be created with MAGpie, NCAM's free captioning application. CC for Flash can also display captions saved in Apple's QTtext format. QTtext files can be created by professional caption authoring tools, with MAGpie or with CaptionKeeper, NCAM's line-21 caption-conversion tool.
